You may of meant..

#1 Do I need filers on jacks (and even for that matter phone lines) where there is no DSL Signal?

In that case, the answer I guess would be no.

#2 Do I need filters on jacks where the DSL modem is not connected?

In that case, the answer is yes. All phone(s), dial-up modem(s), fax machine(s) and security alarm system(s), must be filtered (Everything but the DSL modem, should have a filter).
