Run Tweak Tester Tool: http://www.dslreports.com/tweaks
Java Tweak Tool. When pressing Results - give service / speed / operating system / connection type, and a report is generated of ideal connections. I read how the most important tweak is the size of the TCP Receive window. And that multiples of 1452 determine the size. For DSL 7.1, the report gave me a huge number. Dividing this by 1452 I got 720. I increased the number to 1452000 and used the speedtest.com ping test to ensure no data packets were lost.

Dr.TCP won't work on Windows Vista or 7 due to the changed TCP/IP stack and since both OSs auto-tune themselves on the fly, though Windows XP and older will require tweaking to handle anything faster than 3Mbps out of the box, really. It is useful information to put out there though.
