That speed looks on spec for 3Mbps service.
The real deal with speedtest.net's measurement is that their average speeds tend to round out and curve at about 8Mbps. Once you get past that, you start to get into the B's and A's range. Let's see if your line is able to go any faster, since you're paying for 3Mbps that also qualifies you for 15Mbps without a price increase if the line can take it and Verizon offers it.
Tell us which modem you have and we'll tell you how to get the Transceiver Statistics.

OK. Try one of these links. They should take you right to the stats if you are connected directly into the modem and not via a 3rd party router:

I do not have your IP. The IP address I posted cannot be reached from the Internet as it is a Class C address.
What is the model of the modem you have from Westell? That will help us figure out if this is a dumb modem or if this is one that actually has a Web GUI.

A Wirespeed modem? For sure, that thing has no Web GUI. It certainly is old but I'm glad to see it is working properly still to this day 🙂
Unless you want to replace a working modem or bring another one into service for a few minutes, have a Verizon tech with access to the DSLAM (Maybe Anthony_VZ around here) get the statistics for your circuit and post them up for us to see. Westell used to have a utility for getting Statistics from the Westell 2100 and the older Wirespeed modems but since they were purchased by Netgear the utility is hard to find or no longer exists.
