My old Westell modem/router died and I bought a new Netgear. I'm afraid I haven't set it up right because the internet signal is only sporadic, cutting in and out every few minutes. I've been trying to figure out if maybe Verizon DSL requires a static instead of a dynamic IP address. How do I find this out and if static, where can I get the correct IP and DNS server numbers to use.

It's dynamic. You should have it set to PPPoE (unless you are in former GTE territory, they are DHCP I believe). PPPoE requires a user name and password to be entered.

For DNS, try Open DNS:
use:
208.67.222.222
208.67.220.220
use:
208.67.222.222
208.67.220.220
