Ok, I set the firewall on my modem to "low" security, and now I can get tracert to work anyway, if that's useful to know.

Thanks for the response. I've been away for the weekend, so I'm just checking in now.
It was set to "typical security (medium)" before, which is described as:
The medium security setting only allows basic Internet functionality by default, just like High level security. Medium security, however, allows customization through Port Forwarding configuration so certain traffic can pass.
I also now have my laptop, so I'll see if I still get slow speeds on that computer.

Well, changing to my laptop doesn't appear to make any difference. According to speedtest.net, it's performing about the same as my desktop. What's frustrating is that some sites, like this one, will load ok (albeit very slowly), but the ones I really need to use (my school's blackboard and email) load only partially, so I can't use them.
The cyclical behavior continues like clockwork, with good speeds in mornings to early afternoons, and then slowing almost to a halt in the evenings, so I'm pretty certain it's not my system.

I've truncated the list of hops, but it looks like I'm having quite a bit of packet loss. I let this session run a bit longer, and the PL% was up to 13% at hop #2.

Around the time I ran these tests, I was getting about 0.44 Mbps download speeds according to speedtest.net, which is relatively "good" for me at this time of day, but only about 60% of what I should be getting.
When I ran pingplotter in the morning, my maximum PL% was around 2%.

Update: I called in to support once more, describing the issue, and apparently something was done---the problem appears to be resolved. I'm getting approximately 768 kbps download speeds at all times of the day it seems. Thanks to those who assisted me.

Had a tech at my house on Wedsnesday, no line problems.. Called again tonight and the CO will call back Monday. I've been experiencing these slow speeds every evening for about a month. It's getting progressively worse too.
