Terribly slow speeds

How can you still give people speeds of 3.1 mbps, then throttle it to 1.3 mpbs and expect us to still pay you 60 a month for it, ontop of the 40 a month you stuck me with for a phone i dont use?! Then when i try to speak with someone over your incredibly buggy chat i get ignored. What is it you people plan to do about these speeds? this is insane!
