I think one should get what they pay for but in this case I am not even close to that after 7:00pm I have been through techs and still the problem is happening. It seems it is time to go over Verizon's head and report this. If I did not pay my bill what would they do?

Nothing, besides suspend the account and put it up for past due charges. Verizon can also argue that you purchased a service with no expectation for speed or Quality of Service. When it comes down to it, you have every right to expect and obtain a certain performance out of the line. Some degration will occur but nothing to the extent you're seeing.
