Greetings,

we see roughly 8% packet loss between the following two devices as well.

TPA01-BB-RTR1.verizon-gni.net

P14-0.TAMPFL-LCR-01.verizon-gni.net

we were told it is a bad card, which should be replaced in the maintenance window tonight.

Who told you that they were replacing a card?  That's a heck of a lot better answer then I got after 90 minutes on the phone...
