Verizon DSL and Customer service contacted for internet speed issues. Need lines tested

I used to work for Verizon until they outsourced my job. Thanks... really appreciate that. But, when I got DSL my internet speed started at 3.5 Mbps and over 5-6 years and several calls into Asian tech support for hours (mind numbing experience) they decided that 1.2 Mbps was enought to NOT send someone out to test the lines.
The junction box outside has holes from all the birds and critters... might be related if someone would come out and look at it.
My question is, can I ask Verizon to STOP charging me more every year? My bill started at $35 and is now $60 for the worst internet I've ever experience in my life?
