Hi

Since yesterday, Tues. Sept. 22nd. there has been a problem sending out emails to my friend who uses q.com DSL which is Qwest. They use Windows Live hotmail servers for their email. Yesterday, I got a bounced notice from Windows Live Hotmail. This is a copy of the bounced email notice I got today.

Reason: Server rejected MAIL FROM address.
  Diagnostic code: smtp;550 SC-004 Mail rejected by Windows Live Hotmail for policy reasons. A block has been placed against your IP address because we have received complaints concerning mail coming from that IP address. If you are not an email/network admin please contact
  Remote system: dns;mx2.hotmail.com (TCP|206.46.173.15|63065|65.55.92.136|25)

On Tues. I sent my friend 1 email which came back to me. I had been using port 25 after Verizon had a problem with port 587 a few weeks ago. I changed the port back to 587 and resent the email.and that time it went thru. Today, I sent my friend another email and it got bounced back again. I had sent it to his q.com address. I resent it again, but this time to his live.com address and I got the same bounced message back but with a different remote system since it was live.com this time. I tied a 3rd time and the same thing.

I've had problems before with Verizon and hotmail sending me back bounced notices. I went to look at the Live Hotmail Forum for problems with hotmail. I just looked now and there are like 7 pages of people who have Verizon email addresses that are getting blocked by Windows Live Hotmail servers. From what i glanced thru. it seems that Verizon email servers have been placed on Hotmail's black list. There are actually 1000''s of people complaining. Some have called up Verizon tech support to be told that this is a hotmail server problem.  From what I have gathered from glancing at those posts, there is like nothing being done about this except placing blame on each other. This is affecting both residential and business accounts. This is affecting I guess Qwest DSL service also I guess since my friend uses Qwest and I suppose if anyone knows people who use Qwest, they won't be able to email them either. This is a tremendous issue that needs to be resolved quicly. I am surprised I haven't seen any posts in this Forum about this issue. I haven't tried anyone else who has a hotmail addy since I really don't know any that check their hotmail accounts.

Can someone from Verizon please get together with Windows Live Hotmail and get this fixed ASAP.

Here is the address of Windows Live Hotmail and you can see all the people who have posted there from Verizon who are having problems. I don't know how many people this is affecting, but I want and have to be able to reach my friend by email. Please get this problem fixed. If it is a problem on Hotmail's side, please work with them to get this fixed instead of shifting blame on each other. Please someone in authority get back to me and get Verizon and Hotmail working again, actually, I guess in my case it is Qwest and Verizon which indirectly is Verizon and Hotmail. From what I can gather it's affecting just about all of Verizon... Please help  ! ! ! ! ! Thank you....:(:(

Microsoft placed Verizon on their blocked list. Verizon has no way of controlling Microsoft's blocked list, so this is something that Microsoft HAS to fix. See my post here for how to report this to Microsoft.

Hate to disappoint you, but Microsoft has NOT placed a block against Verizon on the Windows Live Hotmail servers. They are blocking specific IP addresses!

Read the error message again:

Diagnostic code: smtp;550 SC-004 Mail rejected by Windows Live Hotmail for policy reasons. A block has been placed against your IP address because we have received complaints concerning mail coming from that IP address.

As I pointed out in another post, the problem is many IP addresses that are handed over to Verizon, Comcast, Cox, or any other rapidly growing ISP  for Allocation have an unsavory past, and as a result are IP addresses that were blacklisted long before they were allocated to ISP's for distribution to legitimate users. Unassigned IP addresses are the preferred verhicle for hackers and spam.

I have had no trouble sending messages from my verizon account to any hotmail address (and I just sent another one to make sure, and checked its arrival), and I would bet that the vast majority of verizon customers are having not trouble sending email to hotmail.com addresses. Are there 1000's of IP addresses blocked? No doubt, but compared to the total number of IP addresses out there, it is less than a drop in the bucket.

Unfortunately ISP's have no way of knowing that an IP address previous used for hacking is now assigned to a legitimate end user, so once an address is blocked, it stays blocked until someone complains.

Want to know if your IP address is suspect?

Yes, I know it says that my ip was blocked. However, on Tues. I tried sending an email to my friend that I mail every day.The first email got bounced back. I resent it and it went thru ok and he received it. On Wed. I sent him another email and it got bounced back. He has a q.com email address which uses Windows Live Hotmail servers. He also has a live. com address. Same thing happened with both addresses. On Wed. I resent that email 2 more times and it got bounced back. I waited a whle and resent it for a 4th time and didn't get a bounce back. I sent one today and no bounce back. It is a sporadic problem and apparently Hotmail did something to their servers or filters on Tues. which affected Verizon customers. Of course not all of them but a large number of them. If you check out the Windows Live Hotmail help site, you will see a notice on top of the site now saying that there  are problems with sending emails using their servers. I was able to send emails to some other people last night too without a problem. Their error codes probably don't have one that would say blocked a particular ISP. I've had this range of ips for quite some time now also. Odd, that I only saw people in mass from Verizon complaining about getting blocked and not from other isp's. You will find posts about this in DSL Reports Forum also in both the DSL section of the forum and the Fios section under the Verizon Forum. I am hoping that it might be fixed now since that 4th attempt went thru and my email went thru the first time today also. I wasn't being blocked to all hotmail accounts as far as I know. I don't even have a hotmail account since I just use Verizon account basically. As I say,  I hope it's fixed now. From what I heard about the problem is that it was the Verizon servers that send out mail that were on the black list, but I doubt that also.

I am having this problem today (10/21).  Regarding the statement that the problem is the user's IP address and not a Verizon IP address, I am not sure that's correct.  The IP address seen by Hotmail's servers is the one for Verizon's SMTP server, not the sender's mail client machine.

All of this stuff is a great discussion but none of it tells me how to actually get the problem fixed.....
