Why didn't I get the faster speed?

I was a long time subscriber to Verizon DSL, and was using the fastest internet speed available to me, 3Mbps. This internet speed was not enough to let me stream movies from Netflix with no issues, and sometimes would make my connection seem as if it was in a logjam. I asked Verizon multiple times over the past three years to come up with a solution for me to make my connection speed faster. I live in a downtown area and I am approximately 2 1/2 blocks from the central office. At first I was told that it was because of the distance I live from the central office that I could not get any faster service on DSL, so I began doing some research into this. After providing Verizon with information that their argument on distance was not going to fly they changed the story and told me it was because of the wiring in my building. I live in a 15 story building that was built in the 1970's. I asked them about changing the wiring in my building to get it ready for FIOS that they have been promising has been coming into this area for the past 5 years, they said there was nothing they could do about it at this time. Now here is the kicker to the story, I was specifically told by Verizon that I could not get faster internet service in my building because of the wiring in it, but yesterday when I changed providers and connected with Earthlink, using the same phone line and modem that I used for Verizon, I am now getting close to 7Mbps, something that Verizon said was impossible. The corporation wants nothing to do with answering a customer's questions and giving them good service.

Alternative conclusions:

1.  VZ CSRs  were not sufficiently trained to answer your specific question.
2.  VZ could not supply the services offered by another provider.
3.  All VZ solution routes (including Customer Retention) were not investigated.
4.  Your building management was not approached for assistance.

If you had read the entire post you would have seen that on more than one occasion Verizon changed their story on the reason why they could not provide faster service. It was not a matter of the service agent not knowing the information, it was a matter of circumventing the issue and the questions I was asking. The first reason I was given was that the central office was too far away from me, however 2 1/2 blocks from my building is not all that far. The second reason given was that the wiring in my building was old and not compatible with faster DSL. This too was proven wrong not once to me, but twice. I have a neighbor in the building that is on Verizon DSL and is getting 5Mbps, on the wiring that Verizon said was too old in this building. On Earthlink I am getting 7Mbps, on the wiring that Verizon SPECIFICALLY said would never provide more than 3Mbps. One thing I can conclude is that Verizon does not train its personnel to actually do more than the bare minimum to keep their jobs

Fios has to be available in your area in order to potentially receive the service.  If it's not available in your area, there really isn't anything you can do.  If it's available in your area, your apartment building has to have the proper wiring to allow tenants to subscribe to the service and if it's only a matter of getting the proper wiring, then that is up to your landlord.  Fios became available in my complex when my landlord signed an agreement with Verizon to wire the building so tenants here could sign up for the service.  So maybe you should take this up with your landlord.

This is not a matter of Verizon asking or not asking to upgrade the wiring in my building, this is an issue of Verizon telling me that the wiring in my building would only provide 3 Mbps because of its age. When I switched providers, running on the same antiquated and inadequete wiring, Verizon's words, not mine, I got and consistently get 7 Mbps. There is only one conclusion to make here, Verizon either teaches its customer service reps to outright lie, or Verizon doesn't care about actually giving good customer service to its customers. In either case, Verizon is losing customers because of the attitude that the corporation gets from the higher echelons of their management, and of course that trickles down to their line workers and customer service reps.
