What exactly does this mean?  They said they were sending out a tier 2 network technician to fix it.  I have been having slow internet connection issues, randomly my speed would drop out to almost non-existant.  Would whatever this guy be doing in the next 2-3 days actually fix my problem?

That's part of the new customer service script re-write to make you think Verzion cares.
