also what should my latency be?

You speed will be the lesser of either your provisioned speed (3mbits/768kbits) or the highest speed the modem can successfully negotiate with the Central Office Equipment. The easiest way to find out that speed is to look at the transceiver statistics on your modem. Those are the actual speeds of the link between you and the Central Office Equipment.
Depending upon the length of the copper pair, and the 'quality' of the copper pair, you speed can be anything from very slightly better than promised, to substantially worse.
