Phone jacks do stop working, just like electrical power outlets stop working.  A lot of different reasons, but if you've done those steps and even replaced the phone, then your next step is to take that phone to the main verizon box.  Open it up and you'll have two jacks inside it.  plug it into the first one and see if you get dialtone.  if you do then the line from the street is good, and there is a problem with either the wiring from that box to your jacks or the jacks themselves.    If that is the case, then find someone cheap to come out, and fix it.   Electricians and contractors can do work like that, or open up the penny saver or yellow pages.  Verizon can come out too, but I remember them being kind of expensive for stuff like that.
