No dialtone in right jack of Telephone Network Interface, but there is dialtone on the left jack

Currently I have FIOS Internet and Phone.
I don't have dialtone on all of my phones inside the house. When I opened up the Telephone Network Interface box outside, there are 2 jacks labelled "test phone jacks". I plug in a corded phone on the left jack, and I can get dial tone. When I plug it in to the right jack, I don't get dial tone (and I tried several times).
What does that mean? Where is the problem? The Internet is fine.

You have a bad ONT. My digital voice line died about 2 1/2 weeks after installation. Make sure you disconnect the copper line at the NIC to rule out any inside problem before contacting Verizon. If you disconnect the copper at the NIC and still have no dial tone its Verizon's problem not yours,
