Blind user hoping to use PC as primary phone device

I have a blind friend who integrates his phone with his PC  to use the outlook directory. I am trying to find a way to help him integrate his fios phone service with his wireless headset on the PC. Any direction on integrating FIOS VOIP with PC communication device?
