Blocking International dialing?

Does Verizon provide blocking of international outgoing calls?  I don't have an int'l calling plan, but I guess they still allow you to dial out?

If you have Verizon for long distance you can block international calling...I did this...no monthly fee but it costs $19.99 for a one-time charge to set this up.
