Currently I only have DSL through Verizon. I may have someone move into the mother-in-law quarters in my house. Does anyone know if it is possible to add a second phone and/or internet line to my house that is billed to the other person? Would there be extra costs involved in connecting a second line?

Yes it. When you sign up for new service it will ask you if there is already a line in the home. It will ask if your moving in and getting a new line and is the account holder of the old line is moving out and will be terminating service. Or do you need a second line. You will find all this out when you sign up.
