Cannot report damaged underground junction box near my home

We have a problem with highway contractors doing right of way mowing destroying the Green boxes that

are junctions for our underground service.

They then sit exposed to the weather for in some cases years without being repaired.

I could not find any way to report this online.

We have a box located on Iberis Road, Lancaster County Virginia, zip 22503 at GPS coordinates:

37.738369 -76.460127

Is there some way to get this repaired?
