Charged for International Calls that did not get answered on remote end?

Need some help. Recently had an emergency and had to make some international calls, but when making the calls the other end was busy. Naturally in an emergency I tried multiple times but every time the remote end was busy. Verizon called me and put a block on my phone line because *even though the calls were not connected* they charged me over $260 for the *attempts to call*.

Does this seem right? I don't mind paying for a call that goes through, but having to pay for a failed attempt seems a bit extreme... Thoughts? Advice?
