Emergency call from Town labeled as SPAM

The Town of Natick on Monday sent out an emergency message to many in the town to warn citizens about aerial spraying. Verizon marked that call as probably SPAM as seen on my caller ID screen. Why?
I usually just ignore such calls so marked. This time I recognized part of the phone number as local, and I decided to answer the call. Good thing I did!
How many other customers in Natick had that call marked as SPAM? Why are you doing this?

A lot of the spam detection is looking for bulk calling.
It's possible the town is using a calling service.
If this number is used for other purposes besides the town, how would as telco provider know it is not spam?
Did the number have a name besides spam associated with it?
