How can one put a block on changes to your telephone services?  I want Verizon to first notify me before making any changes.

I believe you can call and ask for you account to be 'locked'. What that means is Verizon would need a written authorization signed by you to change providers, simply having one of the slammers/crammers call up and say they had your authorization wouldn't suffice to make the changes.
