This happened to me yesterday--eight times! To make things worse, I spent an hour and a half in a chat, with 3 different agents, and none of them offered a satisfactory solution. Verizon is able to identify the spoofer, but refuses to do so. Instead, they try to place the burden on the customer. They suggest contacting the FCC, and we all know what help we can expect from that--nothing! Verizon's obstruction and misdirection is disgraceful. Verizon is part of the problem, not the solution.
