PROVISIONING Verizon Call Assistant

VCA is offered to customers.  We called in two weeks ago to get it.   We are being told that it is still not provisoned.  2 days after we first called in asking why its not working we are told "the dev team hasn't had time to get to it."  -nothing else.  ?

What do we have to do to get VCA provisioned on our accout as ordered and confirmed?
