Pole Line Being Eliminated

There is an overhead pole line being eliminated, so we are re-feeding it, do you install cable in our trench if someone requests a phone line? There are lines there currently, although not in use. Who would they be able to contact if they wanted to set up service?

Have an electrician run a 2 inch conduit to the new pole from the house and that will be large enough to fit a CATV and Telco drop.
