Static on all phones

I have VZ digital phone service and VZ DSL.

 

I have static on all my phones, and even when I plug a phone into the Network Interface Device (NID)  It initially is just a slight static, but the longer I'm on the phone the worse the static gets.  After 15-20 minutes, it's almost too much to deal with and you have to hang up the phone.

 

I have had the DSL service since Feb 2005.  Is it possible that the DSL filters are bad?  Or since I have static at the NID, does that mean that the static is coming from lines outside my house?

if it's static at the NID device, then it's static from outside the house.
