Unexplained taxes

I checked the FAQ and couldn't find and explanation for the following taxes:

Transportation District Tax - LACT $0.13 Transportation District Tax - LATC $0.13 PEG Grant Fee * $0.99

It's obvious that they are related to transportation taxes, but why are there two of them with very similar title -- LACT and LATC.

Taxes for utility companies are collected on behalf of local, state and federal governments. The utility has no say on taxes. You can contact your congressmen and government officials on the taxes on your bill and thank them for forcing us to pay those.
