For the record, the problem seemed to be between Windows Installer and the registry entry for Call Assistant. Even upgraded Windows Installer to no avail. Problem was resolved by using the Windows Installer Clean Up to remove the Verizon Call Assistant entry (Add/Remove couldn't do it) and deleted the Call Assistant folder.
Fresh reinstall then went fine and it's back in business.

Some more details. I tried to uninstall the existing copy which also failed. Trying to execute, uninstall or reinstall all result in the same error, which is....
A feature you are trying to use is on a network resource that is unavailable. Try again or enter an alternate path to a folder containing 'Verizon Call Assistant - Version 2.7.55.msi' in the box below.
This error is issued by Windows Installer.
The Web interface is still working fine and showing all recent calls, just the desktop "widget" is affected.

After many attempts at updating Windows Installer and Installshield with no success, I followed the resolution by bcflynn1. The problem was resolved and a fresh install was successful.
When using the Windows Installer Clean Up, I only removed the Verizon Call Assistant entry. That was all that was needed.
