Verizon Five Cents Plan

I live in North Jersey. In relation to my regular phone service I have the Verizon Five Cents Plan which means for instance I can call California for five cents a minute, but when I call out of my area in my own state, it's twelve cents a minute.
Anybody know why that is?

Do you have one of the Verizon Local packages? This is a requirment for having all long distance calls at 5 cents per minute. Without a Local package interstate long distane will be 5 cents per minute, but intrastate LD rates "will vary".
