Verizon Unable to Provide Live Jack

Unbelievable...they say that in California it is the landlords responsibility to provide at least one live jack.  The landlord insists the jacks are live and Verizon cannot or willnot help.  The only option I have is to seek out other providers. 

Time Warner here I come!  Get me that cable internet and digital phone.

Can you give me a little more detail so that I can answer more definitively?  Are you a current Verizon customer looking to activate a jack?  Is it a phone jack or a coax connection?  I would definitely help out if possible.
