Verizon World Plan 300 - Calls Not Going Through - Why?

We frequently place calls to the UK, Germany and Ghana West Africa.  Recently calling Germany and Ghana the calls don't go through. "Sorry Your Call Cannot Be Completed As Dialed".

 

Yet when we call the same international numbers using Skype or Phone cards - the calls go through.  Why ?

 

This has become very annoying and such a frequent occurrence that we can't help but wonder about the 'viability' of this Verizon international calling plan.  We are not getting value out of it - yet we keep hanging onto an increasingly forlorn hope that this service will become 'viable'.  We've called Verizon for help numerous times.  What is the solution ?

 

Is anyone else experiencing problems with international calls not going through using Verizon World Plan ?
