Why does moving/getting new phone # require a 4-6 hour visit from the technician?

Hi there.  I'm moving next week and getting a new phone number for my new home.  Verizon called to confirm my appointment, and they said that the technician would need me to be home for 4-6 hours for him to do their work.  No, I don't mean that they will be coming within a 4-6 hour window.  They said that he would be doing the installation for up to 6 total hours.  What exactly is it that he is going to be installing?  I don't need jacks, I'm not signing up for Fios or other services.  It's just a telephone number.  What takes 6 hours to change a telephone number?

just because there's jacks in the home doesn't mean they work. 4-6 hours seems excessive, but if they have to repair/replace the NID (the box on the side of the house that handles the calls) it could be awhile depending on the work that needs to be done.
