can call out but busy signal when someone is trying to reach me

I have fios tv, internet & voice. My problem in the last week is my phone. I can call out but when someone tries to call me they get a busy signal.  I have called Verizon & they tell me that everything is alright. I tell them if so, then why can't anyone's call get through to me?  They keep telling me that everything is alright. Can anyone help me out
