no dial tone

I just recently established phone service and suddenly my phone does not work, i have no dial tone.  I submitted a repair request about 4 days ago but wont get a technician to come out till tomorrow.  In the meantime I have no working phone.  On the outside of my house there is two box's.  One which is Verizon NID and coming from that box is a cable line going into the 2nd box.  Also coming from the Verizon NID is tel. wires that are just hanging there.  These are on the side of the box that says Customer access.  What are those wires suppose to be connected to?

Open the NID with a screwdriver. Take a working phone to the NID and plug it in to the test port. If you have dial tone then the trouble is on the customer side. If you have no dial tone then Verizon has to fix the line.
