stuttered dial tone not working

The stutter dial tone, that indicates new messages, has not been working for about a week now. As a result, the blinking light on my phone does not let me know that there are new messages, either. What can be done to fix this, please?

Call 1-800-Verizon and talk to someone in tech support.
