If you're trying to get the "new customer" discounts, I believe you actually have to stop being a Verizon customer for some length of time. I'm guessing that it's six months; but that's just a guess.
If you've simply let your contract lapse, you're now a month-to-month customer. You can renew your contract at anytime; in fact you can even renew before it expires. Don't expect the new customer discounts, however. You may be offered a $5/month discount if you sign up on line.
If you want the new customer discounts, you'll have to cancel Verizon, switch to another provider, and then switch back later.
