Activation Fee

I recently ordered Fios internet through the website which had activation fee wavied but that order got "stuck". The rep on the phone created a new order but that order has an activation fee and was told to call back after the first bill to get it wavied. Is there any way to remove/wavie the fee before i get the bill?
