Charges for direct dial to China

Yesterday (Monday) I direct dialed China. My Verizon phone account does not include International Calling (IC). Today I recieved an unsolicited phone call, supposedly from Verizon Customer Assistance, telling me I will be charged "up to $100" on my next bill because I called China w/out the IC plan. At first I took this at face value; I did not get the caller's number, but she did give me the valid Verizon Cusomer Assistance phone number. Customer Assistance tells me the charge w/out an IC plan is $6.65/minute.

The caller had a Chinese accent. Can China's Telephone Company charge me when I call China? Is that what's going on? Am I being set up for a bogus charge? I also wonder if the caller wasn't from Verizon, how did they get my number and know I called China?
