Dead phone = busy signal instead of voicemail? No notification of missed calls? D:

I have a cheapish LG phone that's about a year old. However, I have a problem: My battery isn't as good as it used to be, so my phone dies sometimes. No big deal, right? Apparently it is, because instead of being sent to my voicemail, people get a busy signal. In addition to that, my phone never tells me whether I missed a call while my phone was dead. This doesn't seem right; is there anything I can do to fix this? Thanks!
