FIOS illegally trying to charge rental fee on Purchased Quatum Router

I purchased a router in 2016, and sold it on ebay (which is my right, since I own this.)

Now verizon is stating to the new owner that this router is a rental and was not owned by me, which is untrue.  I have the order number where this was purchased, tthe serial number and credit card receipt

 

After many calls this is still not resolved, and it seems criminal that verizon would try to take ownership back of something I paid for, and have proof of payment.  There are multiple incidents that have been open on this, but still no resolution.
