Free is not free

I went to the Verizon store to inquire about Fios service I have had Direct tv since 1996 and thought maybe time to change.  I was quoted a good price for comparable service and they added internet and phone service.  I currently use vontage and told the service agent that.  He said the only thing I would lose is long distance to foreign countries.  I was promised free free free installation.  The installer arrives and noticed I have no phone landlines in the house I told him I do not need them for I used the internet for phone service.  He quickly informed me there will be a charge of at least 90 dollars for the phone lines.  I said I was promised free installation.  Well He would not budge on that charged so I asked him to leave.  I have since look for any fine print on the brochure that I was given and I can not find anywhere it says I have to have existing lines.  Thank you Direct tv when they installed they put new lines throughout the house and of course free as promised.
