Shipping/Delivery Time Increase?

Ordered my new phone on Wednesday evening.  Expected deleivery by Friday COB, as Verizon uses overnight express.  Yet the phone did not arrive.  Called, and was told that the delivery schedule was now within 2 business days, not 1.  When did this change?
