USA lifeline plan questions

 I was disappointed when I received my lifeline plan credit  for my new telephone service.. I had the lifeline plan on my old number and verizon allowed me to have the low use message rate service with it. When I moved it took me 7 months to get the lifeline credit on my bill. Then they tell me I "have' to have the flat rate service. No explanation. Just some requirement. they tell me. I don't understand this. I feel as though verizon is telling me how to spend  the money they gave me. My credit is $20.79. Why are they making me use it to pay for the Flat rate service when I want the low use message rate service? It doesn't seem fair!Also, I was eligible for the linkup America program too when I moved but I never got it because the verizon rep on the phone neglected to tell me I had to get an application from my social worker fill it out,and have her sign it. and that it had to be done within the month before I moved!
