Verizon FiOS bill is not generated

Has anyone whose monthly bill generates at the beginning of the month noticed it hasn't generated?  I know I have a bill due. When i login to my account, I see my bill is not generated. I spoke to Verizon Customer service representative. The lady i spoke to, can see my bill on her side, but I cannot.  Because my October bill is not generated yet, i cannot make payment online. I think, Verizon just want to impose a late payment fees on me...
