I log on with the correct user name and password. Your site says my account is locked.  It wants me to choose a method for it to send me a temp password. 

 

I enter the temp Password.  It asks me to choose and confirm a new password and security question.  I do and it logs me on.

 

I log out, try to use the new password in order to load it into my password manager and it tells me the account is locked, again, over and over and over...
