Video Franchise Fee and uninformed employees

Verizon, you should make some sort of effort to educate your employees as well as your customers about the way you charge the Video Franchise Fee. I am not happy being told to contact my State Representative over questions regarding why that fee jumped from $3.71 over the past months to $16.33. It is also rather insulting to be told that Verizon can't control my tax rates. The maximum 5% fee on gross revenues has not changed, and $16.33 is over 12% of my bill. Either I am subsidizing some one else, or the more obvious answer is that I am being charged taxes on the installation of 4 outlets that never happened, which I am being credited for. I assume that while you are crediting me the charges over the next 3 bills, you are charging the taxes up front. It should not be that hard to understand why it is frustrating for your customers to be told there is literally no explanation for a line item that is being billed.
