account disconnected - never received refund for over payment

I disconnected the account in September, been receiving bills for credit due since then.  Multiple calls to billing support resulting in reps saying the check will come.  It's impossible to get in touch with somebody to get this issue resolved.  How about some parity in the customer/company relationship.  If Verizon hasn't gotten it's money for over 3 months, not only would the service be disconnected but the "debt" would be sent to a collection agency.  And your reps dare ask when I'm coming back?
