421 Temp Deferred at Verizon

I work for an email service provider. We are sending email on behalf of our client out of a dedicated IP. Mail has not been accepted in over 24 hours at this IP. The reputation in AOL is good, Sender Score > 97, and Microsoft SNDS are < 10% filtered. 

 

Our logs indicate, 4.2.1 Global Recipient limit for 209.11.XXX.XX reached:

 

Would someone at Verizon be able to provide feedback on the temp deferral or reset the acceptance rate?
