Why if I delete and email from hte Web interface or thru the My Fios app does it not update / synch with Outlook mail in phone or IPAD?
What am I doing wrong?

Nothing.
Its the nature of the POP3 Protocol.
It was never designed for syncing. Originally thinking you only had one connection.
Some pseudo syncing does occur. If you delete a email from the server, and didn't download it on other devices, it will no longer be available.

According to their response to an idea suggesting IMAP support in the old Idea Exchange:
Status: Not Likely
We have strategically chosen POP3 Email architecture to minimize storage costs. Please know that each master email account has 2GB of storage and if the user does not POP their email, the email is accessible from anywhere with internet access via myverizon.com.
So... because REASONS. 😛
