How to report Verizon email server blacklisting?

When I sent an email message to a couple of people, one recipient's email server rejected the message, saying that 206.46.173.7 is blacklisted. When I looked up the IP address, I learned that address is vms173007pub.verizon.net, so it's clearly the email server on my (sending) end. But the Verizon support pages make it impossible to report this. Where do I report it so that Verizon can take appropriate action to remove the blacklisting?

Here's the text of the error response I received in my email box, with email addresses removed:

It's not Verizon's Blacklist. It's the Blacklist that 1and1 is using. Based on the lists provided, that appears to be SORBS, since that's the only one still failing that IP. Their support page is here: http://www.sorbs.net/cgi-bin/support

You can, of course, contact Verizon via any of the options on their Contact Us page if you want to let them pursue the issue, but it's ultimately in the hands of a third party.

Try this work around- I changed my outgoing server from 1and1 to Verizon:

I, too, had many issues with outgoing email using 1and1 accounts/smtp.1and1.com/port 587.  I resolved this after 6 chats and phone calls with 1and1 and Verizon.  Here is the work around. In Outlook or Android:  Outgoing mail server issmtp.verizon.net.   in the outgoing server tab check the 'My outgoing (SMTP) requires  authenication; check logon using your 'my account@verizon.net' email and your password.  On the last tab change port to 465 and SSL;   Incoming should be 995 and SSL.   My email has been working fine since.
